Judicatory Accounting for
Denominational Bodies

Church Training Center combines reliable accounting and external-audit support for your denominational office with webinars and five-week training cohorts for the congregations you serve. Higher partnership levels add financial leadership and governance consulting.

Financial Responsibilities in a Denominational Setting

Conferences, regions, dioceses, presbyteries, and associations have distinct financial structures, governing relationships, and responsibilities. Their accounting needs cannot be determined simply by the number of congregations they serve or the size of their budgets.

Some manage funds designated for particular purposes or programs. Others coordinate finances across departments, employees, or separately governed ministries. Church Training Center approaches these differences by understanding each institution’s responsibilities, structures, and reporting needs.

Reporting and Oversight

Financial information may serve executives, treasurers, finance committees, and governing bodies with different responsibilities and decision-making authority.

Funds and Resource Stewardship

Restricted resources, institutional budgets, grants, reserves, and program activity may require distinct accounting treatment and reporting.

Relationships and Approval Authority

Constituent congregations, departments, staff, and separately governed entities can affect financial workflows, approval rights, and responsibility for financial decisions.

More Than Conventional Accounting

An in-house bookkeeper, an accounting firm, and Church Training Center can each provide valuable
financial services. The difference is how accounting support connects with institutional leadership,
governance, and the congregations your judicatory serves.

Bookkeeper Icon

An In-House Bookkeeper

An in-house bookkeeper can provide day-to-day accounting support and familiarity with your institution.

The judicatory remains responsible for staffing, supervision, continuity, and securing additional expertise when needed.

Building Bookkeeping

A General Accounting Firm

An accounting firm may provide specialized accounting, tax, audit, or financial advisory expertise.

Denominational governance, constituent relationships, and leadership education may require additional specialization or separately arranged services.

Our judicatory packages combine recurring Ministry Accounting and external-audit support with firsthand denominational executive experience and defined institutional services.

Every package also includes webinars and five-week training cohorts that equip leaders across your constituent congregations.

Actual capabilities vary by provider and engagement. This comparison describes different approaches, not universal limitations.

Accounting and Audit Support in Every Package

Every judicatory partnership begins with recurring Ministry Accounting tailored to the institution’s financial responsibilities. All three packages include financial reporting, dashboards, and support for the annual external audit.

Accounting Operations

General ledger accounting, transaction recording, bank and credit-card reconciliations, contribution-income and giving-platform deposit reconciliations where applicable, and fund and restriction accounting within the agreed scope.

Payroll accounting and related processing are provided as defined in the engagement.

Financial Reporting & Dashboards

Monthly financial statements, budget comparisons, fund reporting, and dashboards that help authorized institutional leaders understand financial activity and available resources.

Reporting requirements are defined around the judicatory’s actual structure, governing relationships, and financial responsibilities.

External-Audit Support

Support for the annual independent audit includes providing accounting records and reconciliations arising from our work, preparing routine accounting schedules, responding to ordinary auditor inquiries, and coordinating with institutional leadership.

The independent auditor performs the financial-statement audit. Extraordinary preparation, historical reconstruction, and work outside the agreed accounting responsibilities are separately scoped.

Actual capabilities vary by provider and engagement. This comparison describes different approaches, not universal limitations.

Experience from Inside Denominational Leadership

Church Training Center’s approach to judicatory accounting is informed by firsthand experience in denominational executive leadership, financial administration, governance, and congregational support.

Founder Keith Clark-Hoyos served as Director of Finance, Administration & Communication and later Executive Associate Conference Minister for the Southern California Nevada Conference of the United Church of Christ, a regional body serving more than 130 congregations.

His work included strengthening financial reporting, managing administrative responsibilities, supporting governance and strategic planning, and helping congregations navigate organizational challenges.

This experience is complemented by Church Training Center’s operational leadership, including Zulima Clark-Hoyos, Partner and Chief Officer for Ministry Operations & HR, whose expertise includes financial administration, workflow design, accounting-office systems, and internal controls.

Experience That Informs Our Work

Financial Administration

Experience with fund accounting, budgeting, cash-flow forecasting, audit coordination, and financial reporting for institutional leadership and governing bodies.

Governance & Operations

Senior responsibility for staff, financial operations, human resources, property, and board support, together with experience in governance restructuring and organizational planning.

Congregational Leadership Support

Direct experience consulting with congregations, working with denominational committees, and developing training and resources for ministry leaders.

Clear Responsibilities and Professional Boundaries

Outsourcing accounting does not transfer an institution’s governing, employer, or financial approval
authority. Each engagement defines the work Church Training Center performs and the
responsibilities that remain with denominational leadership.

What Church Training Center Handles

We provide the accounting operations, financial reporting, external-audit coordination, institutional consulting, and constituency training included in your selected package.

We prepare agreed reports and consulting deliverables, coordinate scheduled activities, and help your leaders understand the information and decisions before them.

What Your Institution Retains

Your judicatory retains authority for financial approvals, governing decisions, employment matters, adoption of policies and governing documents, and stewardship of its resources.

Your institution also retains giving-platform administration, donor records, and donor statements unless otherwise agreed in writing.

Constituent congregations retain their own governing authority and responsibility for participating in educational programs.

Defined Consulting Scope and Additional Services

Capacity and Shared Stewardship include Role Clarification & Description Development. Shared Stewardship also includes Governance & Bylaw Alignment, with a Governance Alignment Report and Governance & Bylaw Decision Workbook. These engagements help clarify responsibilities, governing arrangements, and organizational decisions within the agreed scope.

Governance & Bylaw Alignment is nonlegal consulting. Church Training Center does not independently draft legally operative bylaws or amendments, provide legal opinions, determine voting rights or denominational requirements, or adopt documents on your institution’s behalf.

External-audit support assists your independent auditor without replacing the audit itself. Major historical cleanup, specialized accounting-system projects, Financial Controls and Procedures Audits, and Fractional CFO engagements remain separately scoped services.

Included consulting projects have defined deliverables, participants, and timing. Their treatment in subsequent contract years is addressed during renewal.

Questions About the Engagement

How is pricing determined?

We consider the institution’s accounting requirements, organizational structure, support needs, and constituency programming before preparing an individualized proposal. Accounting complexity affects scope and cost; it does not automatically require a higher support level.

Who participates in the webinars and cohorts?

The judicatory helps coordinate educational opportunities for its constituent congregations. Participant registration, webinar topics, cohort schedules, and delivery arrangements are established for the engagement.

Participating leaders may also join the free Effective Church Leadership Community and receive discounted access to additional webinars and cohort training.

Are governance consulting services repeated every year?

Included consulting work is defined by agreed deliverables. At renewal, we review whether additional role-clarification or governance-alignment work is needed rather than automatically repeating a completed project. Any subsequent work is documented in the renewed engagement.

When Other Financial Services Are Appropriate

Recurring accounting is not the same as executive financial leadership, an assessment of financial controls, or a specialized consulting project.

Church Training Center offers distinct services for these needs. Each can be commissioned independently, with responsibilities and deliverables established through an agreed scope of work.

Fractional CFO

Executive-level financial leadership for institutions that need guidance with financial strategy, organizational decisions, and governing-body oversight beyond recurring accounting operations.

Explore Fractional CFO

Financial Controls and Procedures Audit

A separately commissioned assessment of financial controls and procedures. This examines financial practices and safeguards rather than providing routine accounting or a CPA financial-statement audit.

Other Independently Scoped Work

Financial Policies & Procedures Review/Development, Accounting Software Consulting, and Financial Planning & Fund Stewardship may also be commissioned separately. Capacity and Shared Stewardship already include a draft financial policies manual and full annual Budget Development Support.
